Betcha Can't Eat Just One: The CHIPS Act

The federal CHIPS Act is unlocking new potential in a region known for its post-industrial decline. This panel will present two case studies of sustainable development planning centered in clean manufacturing: the ‘Silicon Heartland’ in New Albany, Ohio and the LEAP Innovation District in Lebanon, Indiana. Both communities share a common story, expanding their populations at a rate not seen in the region since the first industrial in-migration. In New Albany, a multi-national business and innovation park catapulted the community from a dot on the map to a thriving community of 11,000. Now, the community and surrounding region are poised for another surge as Intel plans to locate a new $20B computer chip ‘fab’ in the heartland.

Drive three hours west to Lebanon, Indiana, another recipient of CHIPS funding where the city and state established a 10,000-acre mixed-use innovation district. The future LEAP District will employ over 50,000 employees in life sciences, microelectronics, ag-tech, clean tech, and EV innovation. Anchored by a mixed-use village, the district will house new residents- providing education, entertainment, and recreational amenities – and approaching stormwater management, utilities, and mobility with integrated best practices to sustain a new community grown from a crossroads in central Indiana.
