Ricky Barker has been the Director of Community Planning and Development Services Department in the City of Rockville, Maryland since June 2018
and has a master’s degree in planning from the University of Tennessee in Knoxville. Ricky has over 38 years of diverse planning experience in Tennessee, North Carolina, Virginia, and Maryland. Ricky has been a National Planning Association conference speaker on transportation planning, mixed use development, building design standards, and the development of comprehensive plans. He has been a member of the American Institute of Certified Planners (AICP) since 1990. While in Rockville, Ricky has facilitated the transformation of the department to a place where employees thrive due to a culture of empowerment, professional growth, collaboration, creativity, diversity, equity, and innovation.
Before becoming the Director in Rockville, Ricky was Planning and Zoning Director for Loudoun County, Virginia where he led a staff of 60 to provide a variety of planning and zoning services. Prior to Loudoun County, he spent 20 years as the Associate Planning Director for the Town of Cary (located adjacent to Raleigh, North Carolina) where he assisted the town council to shape, direct, and managed growth, and development through innovative planning, streamlined regulations, and community engagement.
