Luke Foelsch is a land use economics consultant based out of the Oakland, California, office of Economic & Planning Systems Inc. (EPS). Luke joined EPS in 2019 after working in Iowa City’s Planning Department and has since become a skilled and experienced practitioner in many of EPS’ practice areas with his primary focus gravitating toward complex quantitative analysis and modeling. He specializes in fiscal impact analysis, real estate financial feasibility modeling, market studies, and development impact fee nexus studies.
While primarily centered around California’s Bay Area, Luke’s project experience also includes work performed for clients across California as well as in Texas, Ohio, and Michigan. He has built citywide fiscal impact analysis models for the cities of Fresno, Redwood City, and Milpitas; developed time series land development cashflow models for large public/private developments in San Francisco, Cleveland, and Detroit; managed retail demand analysis projects throughout Silicon Valley for major tech companies; and played a key role in economic impact studies for a wide variety of wind and solar energy projects across California. Luke holds a Bachelor of Business Administration degree and a Master of Science degree in Urban and Regional Planning from The University of Iowa.
