Caroline Bailey, AICP, is a Senior Planner at the Houston-Galveston Area Council (H-GAC), the MPO for the Houston-Galveston region in Texas. She currently serves as the Project Manager on the Washington Avenue Corridor Study, the Old Sixth Ward/TIRZ 13 Phase II Mobility Study, and the Cemetery Road Corridor Study on the Regional Planning team. She will also serve as the Project Manager for a future potential Regional Resiliency Plan. Caroline has coordinated and submitted two grant funding applications for H-GAC: one for the Safe Streets for All (SS4A) funding for a Regional Safety Action Plan, for which H-GAC received $4 million in funding; and for the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) to do a Regional Resiliency Plan (Awardees Not Announced Yet).
Caroline's background includes over 6 years of public and private sector planning experience in hazard mitigation and transportation planning within Texas. She is a member of the American Institute of Certified Planners (AICP) of the American Planning Association. She holds a Master of Architecture in Community and Regional Planning from the University of Texas at Austin and a Bachelor of Arts in Environmental Studies from the University of St. Thomas in Houston, Texas.
