Wynne Kwan, AICP, LEED AP, is the Interagency Recovery Coordination (IRC) Branch Chief at FEMA Region 3. She works with federal interagency and other recovery partners to effectively, efficiently, and equitably support state, local, tribal, and territorial (SLTT) governments to define and achieve their recovery outcomes both pre-and post-disaster. Prior to this role, Wynne was the Community Assistance (CA) Coordinator, working with various Federal and non-federal partners to help SLTT governments prepare for disaster recovery planning and management. Wynne coordinated and facilitated support among CA partners for the planning and resilience building capabilities needed by SLTT governments in disaster operations. Before joining FEMA, Wynne worked as a Community Planner within the Infrastructure Development and Recovery (IDR) Program at DHS-Infrastructure Protection developing the Infrastructure Resilience Planning Framework (IRPF), as well as other tools and guidance to help SLTT governments better integrate infrastructure resilience planning into existing planning initiatives/efforts.Prior to public service, Wynne was a consultant providing industrial/economic development strategy, military base planning, environmental planning, and hazard mitigation planning support to international, federal, state, and local government clients. Wynne earned a B.S. in Arts and Design (Architecture) from MIT and a M.S. in Urban Planning from Columbia University.
