Margaret is an Urban Planning and Policy professional with nearly four decades of experience in city planning & urban development. As Director of the Houston Planning & Development Department, she focused the department on walkability, affordability and equity. She secured City Council approval of context-sensitive parking regulations based on proximity to transit and also improved the standards for sidewalk construction, which led to the creation of a sidewalk fund to support the construction of a complete pedestrian network. She led the Vision Zero effort that achieved notable reductions in deaths and serious injuries in two years. Most recently she achieved comprehensive revisions to the City’s residential development rules, which allow for a wider variety of homes that meet the need of all Houstonians.
Margaret is accredited from the Congress for New Urbanism (CNU-A) and the American Institute of City Planners (AICP). She holds a Charrette System Certification from the National Charrette Institute and is a Certified Public Manager from Sam Houston State University. Margaret is on the Board of the Stanford Alexander Center for Real Estate at the University of Houston and has served on Board of the American Institute of Architects, Houston; as well as several local charities.
