Phil Koktan works in Airport Development for the Metropolitan Airports Commission while also serving as a Planning Commissioner for the City of Bloomington, MN. Phil is a graduate of the University of Minnesota Duluth, where he earned a Bachelor's and Master's degree in Civil Engineering. A Licensed Professional Engineer, Phil worked as a structural engineer for 12 years in the private sector. Now with MAC, Phil is a Project Manager where he manages capital improvement projects at MSP Airport and MAC's six reliever airports.
