Gary Hamer, AICP, recently transitioned to Senior Community and Strategic Initiatives Manager for PartnerTulsa (the City of Tulsa's Economic Development Authority), now overseeing the Community Impact Initiative and the coordinaton of Community Development targeted grant administration. He previously served as Senior Performance Strategy Analyst overseeing the implementation of PartnerTulsa's strategic plan, performance monitoring, and strategy formulation. In addition to his duties with PartnerTulsa, he serves as a Commissioner on the State of Oklahoma's Long Range Capital Planning Commission (LRCPC) which oversees the State of Oklahoma's Capital Improvement Plan (CIP) governing the state's physcial asset inventory. Prior to joining PartnerTulsa, he served as the City of Tulsa's Capital Planning and Grants Manager for 15 years where he was responsible for the City's Capital Improvement Plan (CIP) and the oversite of the administration of the City’s annual Housing and Urban Development (HUD) entitlement funds. He has served in a number of capacities during his 25 years in local government including budget analysis and revenue forecasting, transportation planning, zoning and subdivision administration, and project management. He is committed to researching and implementing best practices, is fascinated by Legacy Cities, and believes strongly in the advocacy for equity.
