Chance Sparks, FAICP, CNU-A, is an award-winning Urban Planner, Associate and Group Manager at Freese and Nichols, Inc.. He brings 21 years of public and private sector experience in planning and implementation, city management, project management, public involvement, process development and management, comprehensive planning and strategic planning. He also leads parks-related planning and tourism, hazard mitigation and resiliency planning, neighborhood planning, downtown and corridor planning, demographic and economic analysis, development regulations, visioning, historic preservation, and annexation/growth policy development and analysis. His experience in municipal and state-level planning, public engagement, design and implementation, coupled with experience in city management and operations, gives him exceptional insight into community needs and capacity as someone who has carried plans beyond adoption and into reality. He holds a B.S. in Geography-Urban and Regional Planning and a Masters of Public Administration from Texas State University. He has held multiple positions in the American Planning Association, most recently as the outgoing Texas Chapter President. He has been a champion of the profession in Texas through advocacy and mentorship, an ally in equity, inclusion and resilience through planning, code reform, placemaking and urban design intervention, and a leader in preparing communities for growth, growth anxiety and change.
