Brian Mercer has been a Planner with the City of Richmond Department of Planning & Development Review for seven years. He received a Bachelor's degree in Urban and Environmental Planning from the University of Virginia and a Master's degree in Urban and Regional Planning with a Certificate in Geographic Information Systems from Virginia Commonwealth University. Brian has also worked for the Chesterfield County Planning Department and Virginia Economic Development Partnership. During his time in Richmond, he helped lead the initiative to eliminate parking minimums and allow accessory dwelling units throughout the city. In addition, he managed the rezoning of Richmond’s City Center to prepare for the future redevelopment of the Richmond Coliseum. Brian provides support for the implementation of the Richmond 300 Master Plan.
